Chandler Rapson, President and CEO
As the president and CEO of FSAI, Chandler J. Rapson is responsible for the overall direction and leadership of the company. His primary duties include strategic planning, revenue growth management and expansion of our market share.
Chandler has over 15 years of experience in the healthcare and insurance industries. He previously worked with CareMedic Systems and led their product delivery efforts, which helped the company achieve its highest EBITDA mark in five years. Before joining CareMedic, Chandler held several positions with HealthPlan Services (HPS), the nation’s largest TPA. He also held a leadership position at GE Capital, where he earned his Six Sigma designation and participated in the merger/acquisition and process reengineering of First Colony and Colonial Penn.
Chandler is a former hospital CFO and army officer leveraging his experience with both the government and private business sectors to understand the challenging and complex issues facing the healthcare industry today. In addition, Chandler serves as a board member for several organizations. He holds an M.B.A. with honors from Monmouth University and a B.S.M. from Tulane’s A.B. Freeman School of Business. |

Kathleen Sullivan, Executive Vice President of Business Development
As the executive vice president of business development, Kathleen M. Sullivan is responsible for driving sales and directing the company’s overall marketing strategies and business development efforts. She has been instrumental in generating revenue and delivering significant cost savings to clients by bringing them innovative cost containment solutions, high risk management tools and long term wellness initiatives.
Kathleen’s career in the group health insurance industry spans over 20 years and is marked by successful leadership roles with national carriers and third-party administrators, including HealthPlan Services (HPS), Aetna, Inc. and Oxford Health Plans. Before joining FSAI, Kathleen was the director of sales for the Florida region at HPS. She worked as an independent broker for HealthPlan Solutions and as a sales manager for Aetna. She also held the position of Medicare group accounts manager at Oxford Health Plans, where she led a regional sales force and directed corporate sales training, motivational programs and compensation incentives for more than 2,500 employees.
Kathleen is the president of the Tampa Bay Association of Health Underwriters (TBAHU), a local chapter of the National Association of Health Underwriters (NAHU). She served as the awards chairperson for the Florida Association of Health Underwriters (FAHU) in 2006 and 2007. Kathleen is also an active member of the Tampa chapter of the National Association of Insurance and Financial Advisors (NAIFA) and the Association of Health Insurance Advisors (AHIA). Kathleen graduated from the University of Connecticut with a degree in clinical dietetics. In addition, Kathleen is an active member of the Florida Hospital Association (FHA) attending its annual conference. This past year, Kathleen was appointed as an approved continuing education instructor for the state of Florida by the Office of Internal Regulation. |

Ronnie Brown , Chief Operating Officer
As COO, Ronnie’s primary responsibilities include the management of all administrative and operations functions within the TPA, including claims, customer service, business development, corporate compliance, self funded marketing of reinsurance and stop loss administration. Ronnie has over 25 years of experience in employee benefits and human resources management with an emphasis on self funding and TPA operations. She started Self Insured Benefit Administrators (SIBA), a successful TPA in Clearwater, Florida, and managed all phases of the company before it was acquired by a larger TPA. Ronnie is a licensed Health, Life and Variable Annuities agent in the state of Florida and remains active as the National Past Chairman of the Society of Professional Benefits Administrators (SPBA). She holds a Marketing degree from New York Technical College. |

Diane Wilkosz, Chief Financial Officer
As chief financial officer, Diane Wilkosz is responsible for the company’s financial activities, including its financial performance, the management of client billing, and the administration of provider networks and contracting. Diane’s professional background includes extensive leadership experience in finance, provider contracting and operations management for the health care industry. Most recently, she served as vice president of operations compliance for WellCare Health Plans, a Medicaid and Medicare managed care services provider. While there, she created a new department responsible for overseeing state and federal provider reporting for seven states as well as directing statewide provider servicing and contracting activities in Florida. Prior to her tenure at WellCare, Diane worked for CIGNA HealthCare of Florida and held a variety of senior level positions in finance, operations and provider network management. Diane earned a bachelor’s degree in accounting from the State University of New York at Buffalo and holds a M.B.A. from the University of Tampa.
